CoC Planning

Our Planning Work

The NE CoC works together to develop, implement, and monitor a regional plan to prevent and end homelessness. Our planning process brings together providers, local leaders, people with lived experience, and community members to identify what’s working, where the gaps are, and what we need to do next.

We use local data, funding opportunities, and community input to shape a plan that fits our region’s unique needs. We update our priorities regularly to stay responsive.

Plan to Serve Individuals and Families with Severe Service Needs

In 2022, the CoC created a Plan to Serve Individuals and Families with Severe Service Needs as part of the HUD Special Notice of Funding Opportunity (SNOFO) for Unsheltered & Rural Set Aside CoC funds. This plan identifies specific strategies to better connect people with severe service needs with housing, services, and long-term stability.

Current CoC Priorities

We’re focused on system-wide improvements that strengthen the local response to homelessness and support long-term housing stability. These priorities are based on local data, feedback from providers and people with lived experience, and urgent community needs.

Winter Emergency Planning 
 

Developing guidance and tools for communities across the region to create local winter emergency plans.

Making necessary policy changes to quickly move unhoused people into shelter and housing.

Advocacy: Simplify Processes & Expand Housing

Advocating for changes to housing programs and local policies that make it easier for people to access housing.

Working with local governments and partners to increase the number and types of housing available across our rural communities.

Landlord Recruitment & Support
 

Building a landlord engagement strategy to help grow the number of units available to people exiting homelessness. This includes outreach, training, and support for landlords who are new to housing programs or want to learn more about how they work.

Data-Driven Planning

We use a range of data sources to guide planning and measure progress:

  • Point-in-Time (PIT) Counts of people experiencing homelessness

  • Annual gaps analysis of services and housing

  • Program outcome and system performance data
