NE CoC 2024-25 Year Two Program Competition
Call for Projects
The Northeast Minnesota Continuum of Care (NE CoC) is seeking applications for new and expansion projects for year two of the FY2024-25 CoC Program Competition, per HUD’s reinstated FY2024-25 NOFO.
Applications are due to the CoC no later than Noon (12pm) on Monday, February 2, 2026.

Once eligibility is confirmed, applicants must complete and submit an application in e-snaps by the CoC deadline. Current grantees who already submitted this information can move forward with your e-snaps application.

Background
On Friday, January 9, 2025, HUD reopened the FY2024 - FY2025 Continuum of Care Competition NOFO (FY24-25 CoC NOFO). Projects awarded FY2024 funds that are not being reallocated or replaced by the CoC may be eligible for FY2025 funding using their FY2024 application submission and are not required to apply for renewal for FY2025 funds (I.B.2.c).

All eligible NE CoC renewal projects notified the CoC by January 21, 2026 of their intent to renew, expand, or reallocate their projects.

Funding Available
The NE MN CoC has approximately $207,903 in reallocated funds available for new or expansion projects to serve eligible individuals and families within our CoC (Aitkin, Carlton, Cook, Itasca, Koochiching & Lake Counties). No CoC or DV Bonus funding is available through this competition.

Key Dates

January 14, 2026: Notice sent to all grantees requesting renewal/reallocation decisions

January 21, 2026: Deadline for renewal/reallocation responses

February 2, 2026 at 12:00pm: New/expansion project applications due in e-snaps

February 6, 2026 at 12:00pm: Final corrections due in e-snaps
-
February 6, 2026 by 5:00pm: CoC submits full project list to HUD
