Call for Projects: 2026 Northeast MN Continuum of Care Annual Program Competition

The Northeast Minnesota Continuum of Care is now accepting Intent to Apply forms for the FY 2026 HUD Continuum of Care (CoC) Program Competition.
​​
Proposed projects must meet all requirements outlined in the 2026 HUD CoC NOFO and serve individuals and families in Aitkin, Carlton, Cook, Itasca, Koochiching and/or Lake Counties.
​
The NE CoC is accepting Intent to Apply submissions from:

Eligible renewal projects, including Special NOFO projects and newly transferred projects

New projects created through reallocation, CoC Bonus, or DV Bonus funding, including:​​

Supportive Services Only (SSO) - Street Outreach
-
Supportive Services Only (SSO) - Standalone
-
Dedicated HMIS (HMIS Lead Only)
-
Transitional Housing (TH)
-
Permanent Supportive Housing (PSH)
-
Rapid Rehousing (RRH)

Organizations that have not previously received CoC funding, including faith-based organizations, are strongly encouraged to apply.
​
The NE CoC will begin accepting full applications the week of July 6, once final local application materials are released.
​
Intent to Apply Requirements
​
New Projects (June 16 – July 23, 2026)
New project Intent to Apply forms will be accepted on a rolling basis through 11:59pm on July 23, 2026.
​
To be eligible to submit a full project application, all new project applicants must submit an Intent to Apply form by the July 23 deadline. Intent to Apply forms will be reviewed upon submission. Applicants will be notified of threshold eligibility within five business days of submission.
Eligible applicants must still submit their full local project applications by July 23, 2026.​​

Renewal Projects (Deadline: July 6, 2026)
Renewal applicants must submit a Renewal Project Intent to Apply form by 11:59pm on July 6, 2026 to be eligible to submit a full renewal application. Applicants will be notified no later than July 10, 2026 if they meet minimum threshold to apply.
​
CoC Grantees who have already notified the CoC that they intend to transfer their renewal grant do not need to complete an Intent to Apply form. The new grantee must submit an Intent to Apply Form if they plan to reapply for funds.

CoC Program Competition Information Session
The NE CoC will host an optional CoC Program Competition webinar from 10:00am–11:30am on Tuesday, June 30, 2026. Interested applicants are encouraged to join to learn more about the NE CoC application process, scoring criteria and funding priorities, and key changes in the 2026 NOFO that may impact new and renewal projects. Registration is not required.

Application Instructions & Process Overview

1. Submit your Intent to Apply Form ​

Project applicants must submit an Intent to Apply form by the CoC deadline to ensure your proposed project meets CoC eligibility requirements. You will be notified within five business days if your project meets minimum threshold to apply.

New Project Rolling Deadline: June 16 - July 23, 2026

After receiving notice of eligibility to apply, applicants must complete the local supplemental application and ESNAPS application.

2. Complete the NE CoC Supplemental Application

Complete the supplemental application that corresponds to your project by 11:59pm on July 23, 2026 (AVAILABLE SOON!)

Send any relevant attachments to Cara Oakland via email (clundquist@live.com) as needed.

3. Complete the ESNAPS Project Application
-
ESNAPS applications are not yet available. CoC Coordinators will notify applicants when the application becomes available and provide guidance on next steps.

If ESNAPS applications are not available within three business days of the local deadline (July 23, 2026), the CoC Ranking and Review Committee will use information from 2024 ESNAPS applications to preliminarily score renewal projects. This includes identifying project type and the percentage of units for Veterans, families, and/or youth. New project applicants will be given instructions to provide this information after submitting your Intent to Apply forms.

Applicants will be notified of any extended ESNAPS submission deadline.

The CoC will review all ESNAPS applications for accuracy and completeness and provide feedback.

Applicants who do not submit their ESNAPS application by the deadline set by the CoC will not be included in the final project priority listing.

4. Grant Performance and HMIS Review
-
The CoC will review grant performance information in Sage for renewal projects, including grant spending and LOCCS drawdowns. No additional LOCCS screenshots are required this year.

The CoC will also run HMIS reports to score performance data for the period June 1, 2025 – May 31, 2026.

5. Project Scoring & Ranking

Your project will be scored and ranked using the Scoring Criteria and Ranking Policies developed by the CoC Planning & Evaluation Committee and approved by the CoC Governing Board.

The Ranking & Review Committee will meet to score and rank projects the week of July 27, 2026. Applicants will receive notice of their draft score and rank by August 7, 2026.

All applicants will have the right to appeal their project score, rank, or award recommendation.
